I'm adamant about the need for self-expression, and the way you lay this idea out is excellent. We need to encourage kids and young people to create, even if in parallel with other life requirements. The lack of self-expression is what creates all kinds of extreme behaviour and attention-seeking, often violent. If every single human had a healthy outlet to express themselves, the world would be a much healthier place.
